Jamaica Economic Residency Stalls 4 Years, Terms Hidden

Jamaica economic residency has moved a step closer to Parliament, according to the Government of Jamaica’s annual filing with the United States Securities and Exchange Commission, signed on 21 July 2026. Draft amendments to two immigration statutes are being vetted for the legislation committee. The price of admission is still a blank space.

The disclosure sits inside the Government’s Form 18-K annual report for the fiscal year ended 31 March 2026, signed in Kingston by Finance Minister Fayval Williams. The proposals, it says, “include the introduction of an economic residency programme which is intended to support a more enabling environment for potential investors who do not present a national security threat to Jamaica.”

That is the clearest movement since these bills first appeared in Jamaica’s SEC filings in 2023. It is also, let’s be blunt, the fourth year running that the same paragraph has been rewritten with more optimistic verbs. Anyone weighing offshore residency options in the Caribbean should read it as a signal, not a start date.

Key Takeaway: Jamaica’s Government confirmed in a 21 July 2026 SEC Form 18-K filing that draft amendments creating an economic residency programme for foreign investors are being vetted for the legislation committee, more than four years past the original target date. No minimum investment, job requirement, fee or timeline is published. Jamaica economic residency would grant permanent residency, not citizenship, and circulating figures are unofficial.

What changed in the Jamaica economic residency plan?

One sentence in a bond-market filing changed. Jamaica’s 2026 Form 18-K says draft amendments to the Immigration Restriction (Commonwealth Citizens) Act and the Aliens Act are being vetted for submission to the legislation committee, a step beyond the “being finalised for Cabinet” language used in 2023, 2024 and 2025. Nothing has been tabled in Parliament.

Read that wording carefully. The filing does not say the committee has the bills, or that they were approved for tabling. Three years of near-identical filings sit behind the phrase, and each sounded like progress at the time. We see this constantly with pre-launch programmes: clients read a government line, assume a window is opening, then restructure a business around a permission that does not legally exist yet.

How long has Jamaica economic residency been in the pipeline?

Twelve years, on the record. Jamaica Promotions Corporation first documented the Jamaica Economic Residency Programme in its 2013/14 annual report as a proposed immigration category for foreign investors deploying a predefined amount of capital. Cabinet approved the concept in May 2021, and the implementation target was the first quarter of fiscal year 2022/23, meaning April to June 2022.

Here’s the kicker. That deadline had already passed when Cabinet approved the National Investment Policy on 18 July 2022 calling for the programme.

Date Milestone on record Stage
2013/14 Jampro annual report documents the proposal Concept
May 2021 Cabinet approves it for further consultation on residency conditions Consultation
18 July 2022 National Investment Policy approved; target quarter already missed Policy adopted
2023 to 2025 Bills repeatedly “being finalised” for Cabinet Drafting
21 July 2026 Bills “being vetted for submission to the legislation committee” Pre-parliament

Four years overdue, still short of a first reading. Programmes move faster when a government wants the capital: New Zealand’s investor visa overhaul reshaped its routes in one cycle, and Hungary’s permanent residence card changes carried hard deadlines.

How much does Jamaica economic residency cost?

Nobody outside Government knows, and that is the story. No minimum investment, no job target, no holding period, no qualifying industries, no fee, no presence rule, no renewal terms. Any dollar figure quoted online for Jamaica economic residency is an estimate someone invented.

Government policy documents cited United States and Australian business-migration arrangements only as international comparisons, never as Jamaican thresholds.

Does Jamaica economic residency lead to a Jamaican passport?

Not directly. Jamaica economic residency would grant permanent residency, letting a foreign national live and work in Jamaica without stay limits or a work permit. It carries none of the constitutional rights of citizenship and hands over no passport. A holder would still have to apply for naturalisation.

The Passport, Immigration and Citizenship Agency requires naturalisation applicants to have lived in Jamaica at least five years in total, including the 12 months immediately before applying, and to be of good character. PICA’s published permanent-residence categories cover employment, retirement, marriage and dependency. Investment is not one of them, which is the gap the bills are meant to fill.

So if a travel document is the real objective, this is the wrong instrument. Readers comparing second passport strategies should look at programmes that exist in law, such as the five Eastern Caribbean schemes, though those carry political risk given Caribbean citizenship programmes under EU pressure.

Who would a Jamaica investor visa actually suit?

Operating investors and the diaspora. In November 2022 then Jampro Vice-President Shullette Cox said the programme would rest on “firm, foreign direct investments that are underpinned by job creation,” which points away from passive property buyers. In our experience that route is also slower to document, because certification of foreign corporate papers adds a month nobody budgeted for.

The due diligence question that decides whether this programme survives

Jamaica’s filing says the programme is intended only for investors who present no national security threat. It does not name the agencies that would run the checks, explain how source of wealth would be verified, or say whether applicants would be monitored afterwards. Those omissions matter more than the price.

A 2023 joint report by the Financial Action Task Force and the OECD on the misuse of citizenship and residency by investment programmes found these schemes can attract genuine foreign direct investment while also being abused to launder criminal proceeds, evade justice and misrepresent tax residence. It recommended layered due diligence, not a single background check. And for American readers: residency abroad does not switch off the IRS, which taxes US citizens on worldwide income wherever they live.

What this means for you: If Jamaica was on your shortlist, keep it there as a watch item and nothing more. There is no application to file, no fee to pay and no queue to join, so anyone offering to prepare your Jamaica economic residency file today is selling something that cannot be delivered. Secure a residency you can actually obtain now. If the goal is a Caribbean operating base rather than a home, it is usually faster to set up an offshore company in a jurisdiction with settled law and add residency later.

Is Jamaica economic residency open for applications?
No. As of 30 July 2026 the programme does not exist in law. The Government’s SEC filing dated 21 July 2026 says draft amendments to two immigration statutes are being vetted for submission to the legislation committee. Nothing has been tabled and no application channel has opened.
What is the minimum investment for Jamaica residency by investment?
No minimum has been published. Government documents cited United States (US$1.8 million) and Australian (A$1.5 million) business-migration arrangements as international examples only, not Jamaican thresholds. Any figure quoted for Jamaica residency by investment today is unofficial.
Does Jamaica economic residency give you citizenship?
No. The proposal grants permanent residency, not citizenship, and confers no passport. A holder could later apply for naturalisation like any other qualifying non-national. PICA requires at least five years of residence in Jamaica, including the 12 months before applying, plus good character.
What are the current Jamaica permanent residency requirements?
PICA’s published permanent-residence categories cover employment, retirement, marriage and dependency. Investment is not a category. Applicants are interviewed and must supply financial records, police certificates, medical documents and evidence of assets. Business owners also submit company registration, tax compliance documents and audited accounts.
When will the Jamaica economic residency programme launch?
No implementation date has been announced. The original target was the first quarter of fiscal year 2022/23, now more than four years overdue. The next verifiable milestone is whether the bills reach the legislation committee and win approval for tabling.

Bottom line: a sentence in a bond filing is not a programme. Twelve years of describing an investor residency category, and not one published number. Worth watching. Not worth waiting for. Our residency news and analysis tracks what moves.
