Thousands of Hungary permanent residence card holders have days left before their documents stop working. Under EU Regulation 2025/1208, permanent residence cards issued to non-EU family members of Hungarian and EEA citizens between 3 August 2016 and 2 August 2021 become invalid on 3 August 2026, no matter what expiry date is printed on the plastic. The National Directorate-General for Aliens Policing (OIF) has been sending information letters to affected residents, and the Hungarian Helsinki Committee issued a public alert this month warning that people who miss the window face expulsion proceedings for unlawful residence. The wording matters here. This is not a renewal reminder. It is a legal invalidation of documents that, on their face, still look perfectly valid.

Who Loses Their Hungary Permanent Residence Card on 3 August?

Non-EU nationals living in Hungary as family members of a Hungarian or EEA citizen, whose permanent residence card was issued between 3 August 2016 and 2 August 2021, lose that document on 3 August 2026. The Hungary permanent residence card becomes invalid automatically under EU Regulation 2025/1208, even where the printed expiry date runs years longer.

The regulation, adopted by the Council on 12 June 2025, sets minimum security standards for identity cards and residence documents across the EU. Cards from that 2016 to 2021 window predate the biometric format the rules now require. Article 8 gives them a hard sunset: they cease to be valid at their printed expiry or by 3 August 2026, whichever comes first.

Why Brussels Is Cancelling Cards That Look Valid

Regulation 2025/1208 is the Council’s re-adoption of the EU’s 2019 document-security framework, which the EU Court of Justice struck down over a legal-basis defect while keeping its effects alive until a replacement arrived. The replacement landed in June 2025 and entered into force on 10 July 2025. The security logic stayed the same: every residence card in circulation must carry the updated biometric features, and the old stock gets swept out by fixed deadlines rather than natural expiry.

Here’s the kicker: this is an EU-wide cut-off, not a Hungarian quirk. Residence cards issued to non-EU family members of EU citizens in other member states that fall short of the new security requirements are subject to the same 3 August 2026 cliff under Article 8 of the regulation. What Happens If You Miss the 27 July Deadline?

Applications filed after 27 July 2026 risk a gap: the old card dies on 3 August 2026 and, according to the Hungarian Helsinki Committee, holders without a replacement lose their right to reside in Hungary and can face expulsion proceedings for unlawful residence. The 27 July date is the OIF’s processing buffer, not the legal invalidation date itself.

How to Replace Your Card Before the Cut-Off

Anyone holding an affected Hungary permanent residence card applies to the OIF for a new document by 27 July 2026, choosing between a national residence card and an EU residence card. File in person at the OIF regional directorate for your area with a pre-booked appointment, or online through the Enter Hungary platform. Bring the OIF information letter and your current card.

Which document fits depends on your situation. Family members of Hungarian citizens who normally live in Hungary can apply for either. The OIF’s factsheets on the national residence card and the EU residence card list the required attachments and any administrative fee, and both routes accept submissions through Enter Hungary. If your circumstances changed since the card was issued, say you spent more than six months outside Hungary, the Helsinki Committee advises contacting your regional directorate to regularise your status rather than guessing at the right category.
