A Montreal fake passport lab capable of producing complete travel documents for five countries has been dismantled by Quebec’s provincial police, who seized more than 250 items used to manufacture counterfeit identity papers.

The Sûreté du Québec ran the operation on 8 July and made it public on 21 July. Investigators from its economic crimes and cybercrime unit, working with Montreal police, Gatineau police and Quebec’s forensic science and legal medicine laboratory, walked out with Canadian and French passport covers, bank card blanks, laminators, printers and three vehicles.
One man was arrested and released on a promise to appear. No charges have been laid yet.

What the Montreal Fake Passport Lab Could Actually Produce
Captain Marie-Hélène Poulin, who heads the Sûreté du Québec’s economic crimes and cybercrime investigation service, listed the output. Complete passports for five countries. Driver’s licences for six Canadian provinces plus Florida. Birth certificates for three provinces. Firearms acquisition permits. Provincial health insurance cards.

Look at that passport list again. Canada, plus four European countries, three of them in the Schengen area and two of them offering some of the strongest travel documents on earth by the measures used in the Passport Freedom Index. Let’s be blunt. That is not a lab serving petty local fraud. That is a lab selling border access.
The police statement is silent on scale. How many documents left the building, who bought them, what they cost, whether any are in circulation right now. None of it appears in the release. That silence is the most uncomfortable part of the whole file.
Why the Montreal Fake Passport Lab Matters If You Hold a Second Passport
Enforcement wins like this one do not make life easier for legitimate second-citizenship holders. They make it harder. Every credible forgery bust feeds the argument that travel documents from outside your birth country deserve extra suspicion, and that argument lands on the person standing at the border desk with a perfectly lawful second passport.
We see the downstream effect constantly. A client with a lawfully obtained Caribbean or European passport gets pulled into secondary screening, or a bank compliance officer asks for the naturalisation certificate on top of the passport. Nothing wrong with the document. The file just sits in a category that has been poisoned twice over, once by forgers and once by the handful of programmes that skipped background checks before the Antigua citizenship by investment changes forced the issue.
Bottom line: the defence is provenance. A passport you can trace back through a documented, government-run process survives scrutiny. A passport bought through a shortcut does not, and increasingly does not survive the first database check either. How Do Forged Passports Get Caught at the Border?
Most get caught by database check rather than by eye. INTERPOL runs a Stolen and Lost Travel Documents database that member countries query at borders, so a passport number reported lost, stolen or invalid flags instantly regardless of how convincing the physical booklet looks. Biometric chip validation and document-examiner referral do the rest.
Physical quality still matters, and the Sûreté du Québec was blunt about it here. Poulin described the seized equipment as “very sophisticated, permitting the manufacture of high-quality documents.” When the printing is good enough to pass visual inspection, the electronic layer becomes the only real barrier. That is a wake-up call for anyone who assumes a nice-looking booklet equals a valid identity.
This was not a one-off for the same force. In March 2025 the Sûreté du Québec raided a document-manufacturing site on Montreal’s rue Chabanel and recovered close to 1,000 forged identity documents alongside industrial printing gear, according to Radio-Canada’s reporting at the time. Whether the two operations connect is a question police have not answered.
What Charges Could Follow the Montreal Fake Passport Lab Raid?
Police named four Criminal Code offences the arrested man could face: forgery under section 366, use, possession or trafficking of a forged document under section 368, identity-document offences under section 56.1, and laundering proceeds of crime under section 462.31. Prosecutors have not laid charges, and nothing has been proven in court.
The money side is still moving. Two of the three seized vehicles were taken as proceeds of crime, and police said they are working to recover significant sums held in a bank account. Here’s the kicker. Follow-the-money is doing more work in these files than the forgery charges themselves, which tells you how profitable manufactured identity has become.
