Ecuador residency. A dollar economy, an Andean base, and a five-year tax holiday on foreign income.
Ecuador residency is one of the most underpriced second-residency plays in the Americas. Qualify with US$1,446 a month in passive income or pension, or a US$48,200 investment. Permanent residency after just 21 months. Citizenship eligibility roughly five years in. And since 2024, new arrivals can elect a special regime that taxes only Ecuadorian-source income for their first five years.
Used by retirees, remote earners, and investors who want a low-cost, dollar-denominated Latin American base with a genuinely fast path to permanent status.
Why choose Ecuador for your second residency?
Ecuador is the quiet overachiever of Latin American residency. The thresholds are among the lowest of any credible programme, the economy runs on US dollars, permanent status arrives in under two years, and a 2024 tax reform handed new residents something Panama can’t: a statutory five-year exemption on foreign-source income, then a foreign tax credit after that.
Five-year foreign-income exemption
Since January 2024, first-time tax residents can elect Ecuador’s temporary tax residency regime and pay income tax only on Ecuadorian-source income for five years. Foreign dividends, rents, business profits, and capital gains stay outside the Ecuadorian net for the entire period.
Genuinely low thresholds
US$1,446 per month in pension or passive income qualifies you, against US$200,000 of committed capital for Panama’s Friendly Nations track. Prefer to invest instead? US$48,200 in a bank certificate, property, or company shares does it, roughly a quarter of Panama’s investor minimum.
USD economy, no currency risk
Ecuador has used the US dollar as legal tender since 2000. Your rent, groceries, property purchase, and bank certificate are all dollar-denominated. If your income is in USD already, nothing gets lost in translation, or in conversion.
Permanent residency in 21 months
Hold a temporary residence visa for 21 months and you can upgrade to permanent residency. That is faster than Panama’s Friendly Nations conversion and most European routes, and the upgrade is a defined legal right under the Ley Orgánica de Movilidad Humana, not a discretionary favour.
Citizenship in about five years
After roughly three years of continuous permanent residency you can apply for naturalisation, a Spanish and civics test included. Ecuador permits dual citizenship, and the passport reaches 93 destinations visa-free on the Liberty Mundo Passport Freedom Index.
A real place to live well
Quito and Cuenca rank among Latin America’s most liveable colonial cities, and the country packs Andes, Amazon, Pacific coast, and the Galápagos into a territory you can cross in a day. Day-to-day costs run far below North American and European levels, in dollars.
The five-year temporary tax residency regime
Ecuador ordinarily taxes its residents on worldwide income at progressive rates up to 37%, with a credit for foreign tax paid. The Ley Orgánica de Eficiencia Económica, in force since December 2023, carved out a powerful exception: individuals who were never previously Ecuadorian tax residents can elect a five-year regime under which only Ecuadorian-source income is taxed. Qualify through either of two doors:
Structured correctly, that means five years of dollar-based Andean living while your foreign dividends, rents, and business income stay taxed only where they arise. We handle the election and the structuring as part of your residency file.
*Conditions apply and the election must be made properly; see the FAQ for the fine print. US citizens remain taxable by the IRS on worldwide income wherever they live.
Three routes to Ecuador residency
All three tracks lead to the same place: a two-year temporary residence visa, upgradeable to permanent residency at 21 months. Requirements below are the official 2026 figures, pegged to Ecuador’s US$482 unified basic salary.
Rentista
- Rental income, dividends, interest, annuities
- +US$250/month per dependent
- Health insurance with Ecuador coverage
- 2-year visa; government fees US$50 + US$270
- Counts toward the 21-month permanent residency clock
Jubilado
- State or private pension, apostilled proof
- +US$250/month per dependent
- Health insurance with Ecuador coverage
- Over-65s pay half the government visa fees
- Same 21-month path to permanent residency
Inversionista
- Bank CD of 730+ days, real estate, or company shares
- No limit on time spent outside Ecuador
- Multiple entries; 2-year validity
- Property route can double toward the US$150k tax regime
- Government fees US$50 + US$270
What is included in your Ecuador residency application
The US$4,500 legal fee covers the full application cycle under whichever track fits you best. Government fees, apostilles, and any qualifying deposit or investment are paid separately to the Ecuadorian authorities, at cost.
Cuenca · UNESCO World Heritage old townDollar prices, spring weather, real infrastructure.
Most of our Ecuador clients split their time between Quito’s business districts, Cuenca’s colonial centre, and the coast. The altitude keeps Andean cities at a permanent 15-22°C, fibre internet is standard in the main cities, and healthcare in Quito, Guayaquil, and Cuenca is modern and inexpensive by North American standards.
One pattern we see constantly: people arrive planning a paper residency and end up actually moving. Budget accordingly.
Ecuador residency vs the regional alternatives
Ecuador competes with Panama, Paraguay, and Colombia for the Latin American residency market. Here is how the four stack up on the variables that actually matter. Passport figures follow the Liberty Mundo Passport Freedom Index.
| Feature | Ecuador | Panama | Paraguay | Colombia |
|---|---|---|---|---|
| Tax on foreign income | 0% for 5 yrs (elective), then worldwide with credit | 0%, territorial | 0%, territorial | Worldwide, up to 39% |
| Minimum income route | US$1,446/mo | US$1,000/mo pension (Pensionado) | — | ~US$900/mo pension |
| Minimum investment route | US$48,200 | US$200,000 | US$5,000 deposit | ~US$100,000+ real estate |
| Time to permanent residency | 21 months | 2-3 yrs or instant (QIV) | 2 yrs | 5 yrs |
| Path to citizenship | ~5 yrs total | 5 yrs PR | 3 yrs | 5 yrs PR |
| Currency | US Dollar | US Dollar | Guaraní (PYG) | Peso (COP) |
| Passport visa-free reach | ~93 destinations | ~147 destinations | ~142 destinations | ~131 destinations |
| Typical all-in legal fee | US$4,500 | US$8,500 | US$3,500 | US$4,000+ |
The bottom line: Panama still wins on pure territorial tax and passport strength, and Paraguay wins on cheap citizenship speed. Ecuador wins on the combination: the lowest credible income threshold in a dollarised economy, the fastest defined route to permanent residency in the region, and a five-year foreign-income exemption neither Colombia nor most of Europe can offer.
How Ecuador residency works, step by step
The application itself runs entirely online through the Cancillería’s e-VISAS platform. Realistic end-to-end timeline is one to three months once your documents are apostilled, and everything can be sequenced around a single trip to Ecuador.
Eligibility and application pack
We confirm your track, gather criminal-record certificates from every country you have lived in for the past five years, coordinate apostilles and translations, and line up proof of income or the qualifying investment.
e-VISAS filing and approval
Your lawyer files through the official e-VISAS platform, pays the US$50 application fee the same day (unpaid filings are auto-deleted), and manages the review. On approval you pay the US$270 issuance fee and receive your two-year temporary residence visa.
Cédula, tax election, and the 21-month clock
In Ecuador, you enrol for your cédula, open banking, and (if elected) we file your five-year temporary tax residency. At month 21 we file your permanent residency upgrade; three years after that, naturalisation opens up.
The full timeline, arrival to passport
Apply and land
File on e-VISAS, receive your two-year temporary residence visa, fly in, enrol your cédula, and start the clock. Elect the five-year tax regime within the qualifying window if it fits your situation.
Upgrade to permanent residency
After 21 months of temporary residency you qualify for the permanent residency visa. Mind your absences before this point: extended time abroad on a rentista or pensioner visa can break the chain (investors are exempt).
Permanent resident, foreign income still exempt
Your permanent residency has no expiry. Keep absences under 180 days per year for the first two years, and the elected tax regime keeps foreign income out of Ecuadorian tax through year five.
Citizenship eligibility
After three years of continuous permanent residency you can apply for naturalisation: Spanish language and civics test, clean record, proof of means. Ecuador permits dual citizenship, so your existing passport stays in the drawer, not the shredder.
Optional Ecuador residency add-ons
Most applicants stick with the base legal fee. These are the extras our clients add most often when their situation calls for it.
Spouse and dependents
Residency for your spouse and children. Separate legal fee per dependent; remember the extra US$250/month income requirement per dependent on income tracks.
Five-year tax regime structuring
Full analysis and election of the temporary tax residency regime, coordinated with the US$150,000 investment or IESS-contribution route.
Ecuador company formation
Form an Ecuadorian company to hold local assets or anchor the investor visa through registered shares.
Real estate introduction
Warm introduction to vetted property lawyers and brokers in Quito, Cuenca, or the coast. Relevant for the investor visa’s property route and the US$150k tax regime.
Health insurance placement
Placement with a national or international insurer whose policy satisfies the visa’s Ecuador-coverage requirement.
Path-to-citizenship review
At year four, a full review of your presence record, tax filings, and documents against Ecuador’s naturalisation requirements, before you sit the tests.
Ecuador residency: frequently asked questions
If you are researching Ecuador residency, these are the questions we hear most often on discovery calls.
Which Ecuador residency track is right for me?
If you have US$1,446 a month in documented passive income, the rentista visa is usually the default. Retirees with a lifetime pension at the same level take the jubilado visa, and over-65s pay half the government fees. If you would rather commit capital than prove income, the inversionista visa needs US$48,200 in a bank certificate, real estate, or company shares, and it is the only track with no limits on time spent abroad.
How long does Ecuador residency take?
Once your documents are apostilled, a clean application typically resolves in one to three months. The slow part is rarely Ecuador; it is getting criminal-record certificates and apostilles out of your home country. Budget three weeks or more for that step alone if your documents come from a slow-moving issuing office.
What income qualifies for the rentista visa?
Lawful recurring income from outside employment: rental contracts, dividends, interest, annuities, trust distributions, and similar. The official threshold is three times Ecuador’s unified basic salary, which for 2026 means US$1,446 per month, plus US$250 per month for each dependent. Documents issued abroad must be apostilled, and you need health insurance valid in Ecuador for the visa period.
What counts as a qualifying investment for the investor visa?
Three options, each worth at least 100 basic salaries (US$48,200 in 2026): a fixed-term deposit of at least 730 days in a bank supervised by the Superintendencia de Bancos; titled Ecuadorian real estate registered in the Registro de la Propiedad; or shares in an Ecuadorian company registered with the Superintendencia de Compañías. The deposit route is the simplest; the property route can be sized up to also unlock the US$150,000 tax regime.
Do I actually have to live in Ecuador?
It depends on the track. Rentista and jubilado holders should treat the first 21 months as a real relocation, because extended absences during temporary residency can cost you the visa and reset your path to permanent status. Investor visa holders are exempt: the official terms allow unlimited time abroad. Once you hold permanent residency, keep absences under 180 days per year for the first two years; after that the rules relax considerably.
Does Ecuador tax my foreign income?
By default, Ecuadorian tax residents are taxed on worldwide income at progressive rates up to 37%, with a credit for foreign tax already paid. The exception is the temporary tax residency regime: first-time tax residents who invest US$150,000 or more, or who earn US$2,500+ a month with IESS contributions, pay Ecuadorian tax only on Ecuadorian-source income for five years. Non-residents are only ever taxed on Ecuador-source income.
What happens after the five-year tax regime ends?
You transition to Ecuador’s standard resident taxation: worldwide income at the progressive scale, top rate 37%, with a foreign tax credit capped at the Ecuadorian tax attributable to that income. If most of your income is already taxed at comparable rates abroad, the practical Ecuadorian top-up is often modest. Many clients also restructure before year five; that is a planning conversation worth having early, not in year four.
When do I become an Ecuadorian tax resident?
Ecuador applies a 183-day test: presence of more than 183 days in a fiscal year, or in any 12-month window spanning two fiscal years, makes you tax resident, sporadic absences included. You can also be caught through the centre of your economic or personal interests. Holding a residency visa does not by itself make you tax resident if you stay under the day counts.
When can I apply for Ecuadorian citizenship?
After roughly three years of continuous permanent residency, keeping absences under 180 days in each of those years. Add the 21 months of temporary residency that precede permanent status and the realistic total is about five years from arrival. You sit a Spanish language and civics evaluation, show a clean record and means of support, and receive a Carta de Naturalización. Ecuador permits dual citizenship.
Can I bring my spouse and children on Ecuador residency?
Yes. Dependents ride on your track, and on the income routes you must show an extra US$250 per month for each one. Each dependent has their own application file and government fees. We file the whole family together so everyone’s 21-month clock starts on the same day.
Do I need to speak Spanish to get Ecuador residency?
No. The residency application has no language requirement, and your lawyer handles the process in Spanish on your behalf. Spanish only becomes mandatory years later if you apply for citizenship, where a language and civics test is part of naturalisation. Day to day, you will want functional Spanish outside the main expat hubs; inside Cuenca and central Quito you can manage without it.
What are the government fees for an Ecuador residency visa?
Modest by any standard: US$50 to file the application and US$270 on issuance for the standard temporary residence categories, paid through the e-VISAS platform. Applicants aged 65 and over pay half, and people with a recognised disability of 30% or more pay nothing. Apostilles, translations, and any qualifying deposit or investment are separate and paid at cost.
I am a US citizen. Does the five-year exemption make me tax-free?
No, and be wary of anyone who says otherwise. The United States taxes its citizens on worldwide income wherever they live. Ecuador’s regime removes the Ecuadorian layer of tax on foreign income; your IRS obligations continue, and the Foreign Earned Income Exclusion covers only earned income from work, never pensions, Social Security, 401(k) withdrawals, or investment income. For Americans the win is avoiding double taxation and gaining a low-cost dollar base, not escaping the IRS.
Ready to plan your Ecuador residency?
Fixed US$4,500 legal fee. We match you to the right track, file through e-VISAS, structure the tax election, and stay with the case until your cédula is in your hand. Or book a thirty-minute residency call first and we will map your best route before you commit.
