Residency in Panama

Latin America · Territorial tax · Core tier

Panama residency. Territorial tax, USD economy, a real path to citizenship.

Panama residency gives you a permanent base in a jurisdiction that taxes only Panama-source income. Three main tracks: the Friendly Nations Visa for ~50 eligible countries, the Qualified Investor Visa for fast-track permanent residency, and the Pensionado programme for retirees. Permanent status in as little as thirty days. Citizenship eligibility after five years.

Used by entrepreneurs, remote professionals, and retirees who want a stable Latin American base, 0% tax on foreign income, and the option to naturalise down the road.

Why choose Panama for your second residency?

Panama is the Latin American benchmark for residency and tax planning. A dollarised economy, a century-old territorial tax regime, and three distinct programmes mean most applicants find a track that fits. Permanent residency is achievable, citizenship is realistic, and the cost of living remains reasonable compared to Caribbean or European alternatives.

1

Pure territorial tax

Panama taxes only income sourced inside Panama. Foreign salaries, dividends, interest, capital gains, and online business income are 100% exempt from Panamanian tax. This is statutory, not a discretionary ruling, and has been stable for decades.

2

Low physical presence burden

Once permanent residency is granted, most programmes only require you to visit Panama once every two years to keep the status active. That makes Panama residency compatible with a genuinely mobile life or a split base across two or three jurisdictions.

3

Path to citizenship

After five years of permanent residency, you can apply for Panamanian naturalisation. A Spanish language and civics examination is required. A Panama passport gives visa-free access to more than 140 countries including the Schengen area, UK, Singapore, and Hong Kong.

4

USD economy, USD banking

Panama has used the US Dollar as legal tender since 1904. There is no local currency risk, no FX conversion on local spending, and corporate and personal banking runs in USD natively. Convenient if most of your income is USD-denominated already.

5

Three genuine programme tracks

Friendly Nations Visa for applicants from around fifty eligible countries. Qualified Investor Visa for fast-track permanent residency with a real-estate or securities investment. Pensionado for retirees with a qualifying lifetime pension.

6

Tax residency certificate available

With at least 183 days per year in Panama, or a demonstrable centre of economic interest, you can obtain a Panamanian tax residency certificate. That is the document most banks and foreign tax authorities want to see when you claim Panama as your tax home.

What is included in your Panama residency application

The US$8,500 legal fee covers the full application cycle under whichever programme fits you best. Government fees, apostille fees, and any required investment or deposit are paid separately to the Panamanian authorities, at cost.

Panama residency vs other territorial-tax countries

Panama competes with Paraguay, Uruguay, Costa Rica, and Malaysia for the territorial-tax residency market. Here is how the options line up on the variables that actually matter to our clients.

The bottom line: if you want the fastest realistic path to permanent residency plus dollar banking and the option to naturalise, Panama is the pick. Paraguay is cheaper but the banking and infrastructure are thinner. Uruguay has a stronger passport but demands full physical presence. Malaysia is a separate proposition entirely.

How Panama residency works, step by step

Realistic timeline is thirty days to six months depending on the programme. Qualified Investor is the fastest route to permanent residency. Friendly Nations is the most flexible. Here is how the process runs.

1

Eligibility and application pack

We confirm you qualify for the program, then gather your documents and assemble the complete application pack.

2

Panama visit and biometric enrolment

You travel to Panama for a short visit to sign documents in person, attend your biometric appointment, and (where the programme requires it) complete the real estate, deposit, or securities investment. Typical stay is three to seven days.

3

Residency card and tax residency

Provisional residency is granted within weeks. The permanent cédula follows once the programme timeline completes. Once you hit 183 days of presence in a calendar year, we arrange your Panamanian tax residency certificate.

Optional Panama residency add-ons

Panama residency: frequently asked questions

If you are researching Panama residency, these are the questions we hear most often on discovery calls.

Which Panama residency programme is right for me?

If you hold a passport from one of the ~50 Friendly Nations (most of Western Europe, the US, Canada, the UK, Australia, Singapore, and several Latin American countries), the Friendly Nations Visa is usually the default. If you want the fastest route to permanent residency and can deploy US$300k or more into Panamanian real estate, the Qualified Investor Visa is faster. If you have a qualifying lifetime pension, Pensionado is the most economical.

How long does Panama residency take?

Qualified Investor is the fastest at roughly thirty days to permanent residency. Friendly Nations Visa grants a two-year provisional residency, which converts to permanent after the two-year window. Pensionado typically takes three to six months. Every timeline assumes paperwork is ready and the government processing queue is running normally.

What is the minimum investment for Panama residency?

For the Friendly Nations Visa: US$200,000 in Panamanian real estate, or a US$200,000 three-year fixed-term deposit at the Banco Nacional de Panamá. For the Qualified Investor Visa: US$300,000 in real estate, US$500,000 in Panamanian securities via a local brokerage, or a US$750,000 fixed-term bank deposit. For Pensionado: no investment, but you need a qualifying lifetime pension of at least US$1,000 per month plus US$250 per dependent.

How much do I have to stay in Panama to keep residency?

Very little. Once permanent residency is granted, you only need to visit Panama once every two years to keep the status active. You do not have to live in Panama full-time. If you want tax residency on top, that is a separate test (see below).

How much do I have to stay in Panama to be tax-resident?

Panama applies a 183-day physical presence test in a calendar year. If you spend more than 183 days per year in Panama, you are tax-resident by default. Alternatively, you can qualify if you can demonstrate that Panama is your centre of economic interest (a Panama company, a residence, local banking, and meaningful local ties).

Can I get a Panama tax residency certificate?

Yes. Once you meet the physical presence test or demonstrate a Panamanian centre of economic interest, the Dirección General de Ingresos issues a tax residency certificate on request. That is the document foreign banks, brokers, and tax authorities accept as proof that your tax home is Panama.

Does Panama tax my foreign income?

No. Panama operates a pure territorial tax system. Income earned from outside Panama is not taxed in Panama, regardless of whether you are a tax resident. Panamanian-source income (a Panama job, a Panama rental, Panamanian trading profit) is taxed on the regular progressive scale.

When can I apply for Panamanian citizenship?

After five years of permanent residency. You must sit a Spanish language and civics test, and demonstrate a reasonable connection to Panama. Panama requires applicants to renounce prior citizenship at naturalisation as a matter of Panamanian law, though the prior country may or may not recognise that renunciation. In practice many naturalised Panamanians retain their prior passport de facto. Speak with counsel before relying on that.

Can I bring my spouse and children on Panama residency?

Yes. Your spouse and children under 25 are eligible as dependents on every Panama residency track. Each dependent requires their own application file and fee. We file the principal and dependents together so they all progress on the same timeline.

Do I need to speak Spanish to get Panama residency?

No. Residency itself does not require Spanish. You only need Spanish if you later apply for Panamanian citizenship, where a language and civics exam is part of the naturalisation process.

Can I run a business or work in Panama on residency?

Permanent residency by itself does not grant an automatic right to work. You can own and direct a Panama company, collect dividends, and manage your own investments without a work permit. Taking a salaried job in Panama requires a separate work permit, which we handle as an add-on.

What happens if I lose my permanent residency?

Permanent residency lapses only if you fail to visit Panama within any continuous two-year window. If you trigger the lapse, reinstatement is possible on application. Best practice is to schedule one short visit every eighteen to twenty months to be safe.

Ready to plan your Panama residency?

Fixed US$8,500 legal fee. We match you to the right programme, file the application, and stay with the case until your cédula is in your hand. Or book a thirty-minute residency call first and we will map your best track before you commit.
