Why Paraguay still works in 2026

Paraguay went through a material rewrite of its immigration regime in 2022 and 2025. The US$5,000 bank deposit that defined the program for a decade is gone. What remains is a clean, low-pressure residency with a territorial tax system, a non-CRS banking sector, and a realistic three-year runway from permanent residency to naturalisation. For the right client it is still one of the best structural picks in the Americas.

Pure territorial tax

Paraguay taxes only Paraguay-source income. Foreign salaries, dividends, interest, capital gains, online business income earned outside Paraguay, and foreign rental income are outside the Paraguayan tax base. This is the statutory default under Paraguayan income-tax law, not a discretionary ruling or a time-limited holiday.

Non-CRS banking (for now)

Paraguay has not yet activated automatic exchange of financial account information under the Common Reporting Standard. The country has committed to the framework but has not yet gone live with first exchanges. Combined with a territorial tax system, this gives genuine privacy over local holdings in a way that is increasingly rare globally.

Is the US$5,000 bank deposit still required?

No. The US$5,000 deposit at Banco Nacional de Fomento that defined Paraguay residency for a decade was abolished by Law 6984/2022. You no longer need to move capital to a Paraguayan bank to open the file. Financial solvency is assessed on the dossier as a whole — employment letters, pension statements, business ownership documents, or rental-income proof. This is the single biggest procedural change in the program since its 2013 creation.

What is the difference between the standard track and the SUACE track?

The standard track grants temporary residency first (valid two years), which converts to permanent residency after that period on clean renewal. The SUACE (Sistema Unificado de Apertura y Cierre de Empresas) track allows qualifying investor applicants to apply directly for permanent residency at the outset on the basis of a documented investment plan of US$70,000+ deployed over ten years. SUACE files are typically decided in one to three months.

Is my foreign income really tax-free in Paraguay?

Yes, as a default. Paraguay operates a pure territorial tax system: only Paraguay-source income is taxable in Paraguay. Foreign salaries, dividends from non-Paraguayan companies, interest on foreign bank accounts, capital gains on foreign assets, and most cross-border online business income are outside the Paraguayan tax base. Your home-country rules remain relevant until you sever tax residency there; Paraguay's side is clean.

Is Paraguay really not in CRS?

As of early 2026, Paraguay has committed to implement the Common Reporting Standard but has not yet activated first exchanges. That makes Paraguay one of a small and shrinking group of jurisdictions where your local bank is not yet reporting account-holder balances and income to foreign tax authorities. How much time do I have to spend in Paraguay to keep residency?

Paraguay does not impose a hard day-count threshold on either temporary or permanent residency. What matters is that you maintain a Paraguayan cedula, do not abandon the jurisdiction for multi-year stretches, and keep your RUC tax registration live. This makes Paraguay uniquely compatible with a multi-residency lifestyle or with spending most of the year outside South America.

How long does the process take?

Six to twelve months on the standard temporary track from engagement to cedula, with most of that being immigration processing. Three to six months on the SUACE investor track. Document gathering, apostille, and translation run in parallel during the first six to eight weeks. You will need to travel to Asuncion at least once for biometrics, Interpol clearance, and bank account opening.

When can I apply for Paraguayan citizenship?

Can I bring my spouse and children?

Yes. Your spouse and dependent children under 18 (and adult children in full-time education up to age 25) can be filed as dependents on your residency application. Do I need to speak Spanish?

No, not for the initial residency. The application is filed in Spanish, but our local counsel handles the interface with immigration under power of attorney. Spanish becomes relevant only at the naturalisation stage (three years into permanent status), when you sit a basic civics exam. Guarani (the second official language) is not tested in practice for most applicants.

Does Paraguay recognise dual citizenship?

Paraguay recognises dual citizenship with Spain and Italy by bilateral treaty, and in practice does not require renunciation of other nationalities when naturalising. Whether you can hold Paraguayan citizenship alongside your current passport depends on the rules of your other nationality, not on Paraguay. For most Western passports this is clean.

What is the cedula and why does it matter?

The cedula de identidad is the Paraguayan national ID card, issued to residents and citizens alike. It is what opens local banking, real estate registration, SUACE files, and day-to-day admin in the country. Issuance is triggered by residency approval. The cedula is renewed on a ten-year cycle; your residency status itself is separate and does not expire.

What are the downsides I should know about?

Three honest ones. First, infrastructure is visibly weaker than Panama or Uruguay outside Asuncion. Second, the Guarani is not a convertible currency in practice; you operate real life in USD. Third, Paraguay's tax authority (SET) has been modernising rapidly and is more assertive than it was five years ago, so sloppy structures that worked in 2018 are increasingly challenged. The residency is genuine and the tax regime is statutory, but treat the file like any other tax residency and keep it clean.
