Publication in the Diário da República followed on 18 May, and the new rules became live the next morning. CPLP and EU nationals now need seven years of legal residence instead of five. Everyone else needs ten.
The clock also changed. Time only counts from the date the AIMA issues the residence permit, not from the date the application was filed. For an investor who waited two years for a Golden Visa interview, that two years no longer feeds the citizenship counter.

What the Portugal citizenship law in force actually changes
Three structural shifts matter, and the rest is window dressing.
The naturalization wait doubles for most applicants. Five years becomes ten. Holders of EU passports and citizens of Portuguese-speaking countries such as Brazil, Cape Verde, Angola, Mozambique, Timor-Leste, São Tomé and Príncipe, and Guinea-Bissau land at seven years. That CPLP carveout was the price Iniciativa Liberal and CDS-PP demanded for their votes, and it survived intact.
The residency clock now starts at permit issuance, not application filing. The Portuguese Bar Association lobbied against this all year and lost. AIMA’s processing backlog, which still runs eighteen to twenty-four months on Golden Visa renewals, now eats real citizenship time. The numbers don’t lie. A 2024 applicant who expected a 2029 citizenship file now lands in 2031.
Candidates must now pass an exam on Portuguese culture, history, and constitutional rights, on top of the existing A2 language requirement. The Instituto Camões will publish the syllabus within sixty days. Spain’s similar CCSE exam has an 85% pass rate, so this is a speed bump rather than a wall.
The grandfather clause is the only good news
Article 6 of the transitional provisions protects pending procedures. If your nationality application landed at the Instituto dos Registos e do Notariado (IRN) or a Conservatória dos Registos Centrais before 18 May 2026, the previous wording governs your file. Five years still works, the residency clock still runs from application date, and no culture exam is required.
Bottom line: chase the IRN, not AIMA. Citizenship sits with the Ministry of Justice through the Conservatórias; AIMA only handles residency. The Conservatórias have started issuing receipts dated 18 May, and a dated receipt is the cleanest proof your file beat the cutoff.
Pending Golden Visa renewals do not trigger the grandfather. Only filed naturalization applications do. A Golden Visa holder who has not yet lodged a citizenship file at the Conservatória is fully exposed to the new ten-year math, regardless of when the residency began.
How the Portugal citizenship law in force reshapes the Golden Visa thesis
The Golden Visa program itself was not abolished. Investment minimums of €500,000 in qualifying venture or private equity funds remain. Permanent residency after five years of holding the Golden Visa is unchanged. What changed is the back end of the path, and that is the whole reason most foreign investors bought a Golden Visa in the first place.
A 2024 Golden Visa investor who modeled a five-year citizenship payoff under the old framework now models ten years under the Portugal citizenship law in force. That changes the IRR on the underlying fund investment and changes the value of the Portuguese passport relative to alternatives. For an American or Canadian investor weighing Portugal against other second passport routes, the calculus just shifted hard toward Caribbean CBI programs, Argentina’s two-year naturalization track, or faster residency-to-citizenship jurisdictions.
Spain stayed at ten years. Italy still requires ten for non-EU applicants. The fastest mainstream EU naturalization route is Cyprus at roughly 3.5 years for residents who meet the language and economic-contribution criteria. Portugal lost its standout advantage.
Who benefits from the CPLP carveout
Brazilians, Angolans, Mozambicans, Cape Verdeans, and other Portuguese-speaking nationals still face a seven-year path, three years shorter than the global standard. That preserves Portugal’s strongest historical pipeline and was the political compromise that allowed the bill to pass. Roughly 36% of all Portuguese naturalizations granted in 2024 went to Brazilians, according to Ministry of Justice statistics published by the IRN, and Lisbon was not willing to slam that door shut.
Sephardic descent applications were tightened separately in 2022 and the new law leaves those rules largely alone. Honorary cases sit outside the main Portugal citizenship law in force timeline.
