Singapore residency. Global Investor Programme (GIP), ONE Pass, Employment Pass, and EntrePass routes into one of the lowest-friction, highest-quality tax jurisdictions in Asia.

Singapore is the premier tax-and-lifestyle jurisdiction in Asia — English-language, common-law, politically stable, and operating a territorial tax system with 0% capital gains, 0% on most foreign-source income for individuals, and 17% headline corporate tax (with start-up partial exemption reducing effective rates materially below that). The Global Investor Programme (GIP) grants permanent residency on a qualifying investment of at least SGD 10 million in a new or existing Singapore-based business, or SGD 25 million in an approved Singapore-based single-family office. Professional applicants use the Employment Pass (minimum SGD 5,600 monthly salary), the EntrePass (for founders), or the Overseas Networks & Expertise (ONE) Pass for top earners (SGD 30,000+ monthly).

Used by family offices relocating from Hong Kong and London, tech founders raising in Southeast Asia, institutional investors building Asia hubs, and high-net-worth families seeking political stability plus favourable tax — for whom Singapore combines first-world infrastructure, a territorial tax base, the strongest passport in Asia after PR-to-citizenship, and an unmatched regulatory reputation.

Why Singapore is the default choice for HNW Asia relocation in 2026

Singapore combines political stability, common-law predictability, and first-world infrastructure with a territorial tax base and 0% capital gains — a combination that no other major Asian jurisdiction matches. For family offices, institutional investors, and founders building in Asia, it is almost always the correct answer when budget permits. The constraint is cost and selectivity, not suitability.

1

Territorial tax system

Singapore taxes residents on Singapore-source income and on foreign-source income only if it is received in Singapore (with broad exemptions under Section 13(8) for foreign-source dividends, branch profits, and service income subject to the “headline tax rate” and “subject to tax” conditions). There is no capital gains tax, no inheritance tax (abolished 2008), no gift tax, and no wealth tax. For most HNW individuals with structured foreign income and passive portfolios, the effective tax rate is materially lower than the nominal progressive rates.

2

Global Investor Programme (GIP)

Administered by Contact Singapore (a division of the Economic Development Board), the GIP grants permanent residency on one of three investment options: (A) SGD 10 million in a new or existing Singapore business operation; (B) SGD 25 million in a Global Business Investor Programme fund; or (C) SGD 25 million in AUM in a Singapore-based single-family office. Applicants must have a three-year entrepreneurial track record in a qualifying industry and submit a five-year business or investment plan with target headcount and spending commitments.

3

Overseas Networks & Expertise (ONE) Pass

Launched January 2023 as Singapore’s premier talent pass, the ONE Pass is issued for five years (renewable) and allows the holder to work for multiple employers, start their own company, or switch employer freely without re-application. Qualifying criteria: a fixed monthly salary of at least SGD 30,000 within the past 12 months, or outstanding achievement in arts, sports, science and technology, or academia. Dependants are covered on Dependant Passes.

4

Employment Pass (EP) and EntrePass

The Employment Pass (minimum SGD 5,600 monthly qualifying salary, raised to SGD 6,200 for financial services) is the mainstream work pass, usually issued for one to three years and renewable. The EntrePass targets founders launching Singapore-based startups (with venture funding, IP, or incubator sponsorship). Both routes feed into PR eligibility typically after 2+ years of continuous work with demonstrated tax contribution and family roots.

5

PR and citizenship pathway

Under the GIP, principal applicants and dependants receive a Re-Entry Permit (REP) valid for five years from the grant of PR, renewable on continued economic contribution. Ordinary PR routes (via EP or ONE Pass) require 2 to 6 years of residence and are merit-assessed by the Immigration and Checkpoints Authority (ICA). Singapore citizenship is available after 2+ years of PR, subject to single-nationality restriction (Singapore does not permit dual citizenship for adults).

6

Family office ecosystem

Singapore operates the most established single-family-office regime in Asia, via the Section 13O (SFO onshore) and Section 13U (enhanced tier) fund incentives administered by the Monetary Authority of Singapore (MAS). Qualifying SFOs with SGD 20M to SGD 50M+ AUM receive tax exemption on designated investment income. Since Sept 2023, 13O/13U applications require minimum SGD 20M AUM, 2 investment professionals, and SGD 200k+ annual business spending. Family office activity has made Singapore the dominant Asia hub for HNW wealth above US$100M.

Singapore vs other top-tier Asia residency options

Singapore competes regionally with Hong Kong (post-2024 CIES reintroduction), UAE (long-term Golden Visa and territorial tax), and Malaysia (MM2H + Labuan). Here is how Singapore lines up on the variables that actually matter for HNW planning.

FeatureSingaporeHong KongUAE (Dubai)Malaysia

Bottom line: Singapore wins on rule of law, family office regime depth, and passport quality. UAE wins on speed and 0% personal tax. Hong Kong wins where mainland China access is the driver. Malaysia wins where budget is the constraint. For most HNW Asia planning conversations the shortlist is Singapore and UAE, with the choice driven by industry, family preferences, and citizenship strategy.

How the Singapore residency process works, step by step

Realistic timelines are 3 to 8 weeks for work passes (EP, ONE Pass, EntrePass) and 6 to 12 months for the Global Investor Programme. Family office 13O/13U applications add 3 to 6 months for MAS approval. Your active time loads into route selection and document preparation — execution is administrative.

1

Eligibility and application pack

We confirm you qualify for the program, then gather your documents and assemble the complete application pack.

2

Application preparation and submission

For GIP we prepare the investment plan, financial track record, and EDB application package. For ONE Pass / EP / EntrePass we coordinate with the sponsoring employer (or your own Singapore entity), prepare COMPASS framework scoring, and file via MOM EP Online. Dependant Passes for family filed in parallel. For 13O/13U SFO applications we engage MAS-accredited fund managers in tandem.

3

Approval, relocation, and post-arrival

On approval (3–8 weeks for work passes; 6–12 months for GIP), you enter Singapore on the In-Principle Approval (IPA) letter and complete biometric registration with ICA. Dependant Passes and school placements finalised. We coordinate tax file registration with IRAS, banking, and CPF enrolment (for PR holders). PR application under the GIP is granted at the outset; for EP/ONE Pass holders PR becomes a separate application after 2+ years of continuous residence.

Optional Singapore residency add-ons

Singapore relocation clients typically layer one or two of these onto the base application. Pricing is case-dependent; every quote is bespoke.

Singapore residency: frequently asked questions

If you are considering Singapore for the Global Investor Programme, ONE Pass, family office, or EP route, these are the questions we hear most often on discovery calls.

What is the actual minimum to qualify for the GIP?

Option A requires SGD 10 million invested in a new or existing Singapore-based business operation, with a five-year business plan demonstrating job creation and local economic contribution (typical benchmarks: 30+ hires and SGD 2M+ annual local spend over the five years). Option C requires SGD 25 million in AUM in a Singapore-based single-family office, with at least SGD 5M deployed locally and two investment professionals. The program is selective — Contact Singapore approves perhaps 200 to 400 applications per year out of a much larger inflow.

How does the ONE Pass compare to the Employment Pass?

The ONE Pass is issued for five years (vs 1–3 for EP), allows the holder to work for multiple employers simultaneously (EP is single-employer), does not require a new application when you change jobs, and does not go through the COMPASS points-based scoring. The qualifying bar is SGD 30,000+ monthly fixed salary within the last 12 months (or outstanding achievement). For senior executives who anticipate employer changes, the ONE Pass is materially more flexible.

Can I get Singapore citizenship?

Yes, but with a critical constraint: Singapore does not permit dual citizenship for adults. Anyone naturalising as a Singaporean must renounce prior citizenship within 12 months of the oath. The typical path is 2+ years of continuous PR, demonstrated economic contribution (tax, employment, family), and a favourable ICA assessment. Given the single-nationality requirement, most GIP / ONE Pass clients stop at PR and do not pursue citizenship.

How is my foreign-source income taxed in Singapore?

Under Singapore’s territorial system, foreign-source income is taxable in Singapore only if “received in Singapore” (i.e., remitted, used to settle a Singapore debt, or brought in kind). Section 13(8) exempts foreign-source dividends, branch profits, and service income even when remitted, provided the source country imposes a headline tax rate of at least 15% and the income has been subject to tax there. In practice this means foreign-sourced passive portfolio income (dividends, bond coupons, capital gains) and foreign-sourced active business income generally fall outside the Singapore tax net. Interest from foreign deposits held overseas is similarly exempt when remitted.

What about US citizens moving to Singapore?

US citizens remain subject to worldwide taxation regardless of Singapore residency, but can claim the Foreign Earned Income Exclusion (FEIE, roughly US$126,500 in 2024, indexed annually) and Foreign Tax Credit (FTC) against Singapore tax paid on Singapore-source earnings. The US-Singapore tax relationship is governed by the 1992 Tax Information Exchange Agreement (there is no comprehensive US-Singapore DTT). PFIC rules apply to Singapore-domiciled mutual funds and ETFs, which is material — US-person portfolios should generally hold US-domiciled funds from a Singapore brokerage.

Is Singapore a practical base for a Chinese or Indonesian family?

Yes — and statistically, these two source countries plus Hong Kong now account for the largest share of GIP inflow. Singapore’s geographic proximity, English-plus-Mandarin workforce, time-zone efficiency (GMT+8), legal-system compatibility, and stable capital-controls environment make it a natural choice. Singapore has no restriction on non-CRS jurisdictions for source-of-funds review but file-level due diligence by MAS and banks is increasingly rigorous, and proof of origin and tax compliance is essential.

How does the family office 13O / 13U regime work?

Section 13O (the “onshore fund” scheme) and Section 13U (“enhanced tier”) provide income-tax exemption on specified investment income (interest, dividends, capital gains from designated investments) earned by a Singapore-incorporated fund vehicle or variable capital company (VCC). Minimum AUM is SGD 20M (13O) or SGD 50M (13U) as of the September 2023 tightening, with 2 investment professionals required and SGD 200,000 in annual local business spending. MAS application takes 3 to 6 months; once granted, the exemption is perpetual subject to ongoing compliance.

What is COMPASS and does it apply to me?

The Complementarity Assessment Framework (COMPASS) is MOM’s points-based EP scoring system. Candidates must score at least 40 points across four core criteria (fixed salary, qualifications, diversity, skills shortage, and firm-related attributes) to qualify. It does not apply to ONE Pass applicants or to GIP applicants. For EP filers, COMPASS means that sub-SGD 5,600 salary, weaker qualifications, or high-concentration employer workforces create material approval risk.

What ABSD applies to me on Singapore property?

Additional Buyer’s Stamp Duty for foreign buyers on residential property is currently 60% (raised from 30% in April 2023). Singapore Permanent Residents pay 5% ABSD on first purchase and 30% on second. Singapore citizens pay 0% on first purchase, 20% on second. Under the US-Singapore Free Trade Agreement, US citizens (and citizens of Iceland, Liechtenstein, Norway, and Switzerland) are treated as Singapore citizens for ABSD purposes — a material and counter-intuitive planning point.

Is Singapore in the Common Reporting Standard?

Yes. Singapore is a participating jurisdiction and exchanges financial account information with over 100 treaty partners, including the UK, the EU, Australia, and most of Asia. Singapore does not exchange with the US (which is not a CRS participant; the US uses its own FATCA regime, with which Singapore has a Model 1 IGA). Singapore banks perform CRS self-certification on account opening and report annually to IRAS.

Do I have to spend time in Singapore to keep my PR?

Re-Entry Permit (REP) holders who stay outside Singapore for extended periods without exercising the REP risk loss of PR status. The REP is valid for 5 years and renewed on the basis of demonstrated economic contribution (tax paid, employment or business, family presence). Extended absences — over two continuous years without documented justification — materially jeopardise REP renewal. Practically, GIP PR holders should plan to spend 2–3 months per year in Singapore and maintain tax residency or clear economic ties.

What is the realistic downside of Singapore as a base?

Three honest ones. First, cost of living is high — housing in particular, with prime-district condos running SGD 12–20k monthly rent and private school fees at SGD 40–100k per child per year. Second, the political and social environment is tightly managed and personal freedoms in certain areas (press, speech, assembly) are constrained versus Western democracies. Third, the single-nationality citizenship rule means most HNW families stop at PR, which carries ongoing renewal obligations. None of these are deal-breakers for most clients; they should just be priced into the decision.
