Residency in Belize

Caribbean · English-speaking · Zero tax on foreign income

Belize residency. The Qualified Retired Persons Program — zero Belize tax on foreign income, US$2,000 a month, and a lifetime permit.

Belize residency through the Qualified Retired Persons (QRP) Program is the simplest English-speaking, zero-tax Caribbean residency for retirees and early-retired founders. Open to anyone aged forty-five or above who can demonstrate at least US$2,000 per month of foreign income (pension, dividends, rental, or annuity), QRP grants a lifetime residency status, full Belize income-tax exemption on all foreign-source income, and a US$15,000 duty-free import allowance plus a duty-free vehicle, boat, and aircraft. Only a thirty-day minimum annual stay is required to maintain the status.

Used by US and Canadian retirees, early-retired founders, and digital-nomad families who want an English-speaking Caribbean base, zero tax on their foreign pension or portfolio, and a quick, cost-effective alternative to the Bahamas or Cayman.

Why Belize QRP is the best entry-level Caribbean residency

Belize is the only fully English-speaking common-law country in Central America, and the Qualified Retired Persons Program — administered by the Belize Tourism Board under the Retired Persons (Incentives) Act — is the most accessible zero-tax Caribbean residency for retirees with modest foreign income. The income threshold is a fraction of Cayman or Bahamas requirements, the processing time is short, and the tax treatment on foreign income is statutory rather than discretionary.

1

Qualified Retired Persons (QRP) Program

Statutory residency programme administered by the Belize Tourism Board under the Retired Persons (Incentives) Act. Open to anyone aged forty-five or above with at least US$2,000 per month of verifiable foreign-source income from a pension, annuity, portfolio, or rental. Grants a lifetime QRP card, statutory income-tax exemption on all foreign income, and a US$15,000 duty-free allowance.

2

Zero Belize tax on foreign-source income

QRP holders are fully exempt from Belize income tax on any income from sources outside Belize — pensions, dividends, interest, royalties, capital gains, rental yield, business profits from a foreign entity. No Belize capital-gains tax applies. There is no Belize wealth, inheritance, or estate tax. The exemption is written into statute, not discretionary.

3

English common-law system, US-linked dollar

Belize is a Commonwealth country with English as the official language, English common law as its legal system, and the Belize dollar pegged at 2:1 to the US dollar. The Privy Council of the UK was the final court of appeal until 2010; the Caribbean Court of Justice now serves that role. Contracts, real-estate transfers, and corporate filings are all in English.

4

US$15,000 duty-free import plus vehicle and vessel

QRP carries a one-time US$15,000 duty-free personal-effects import, plus duty-free import of a motor vehicle, boat, and light aircraft (one of each). The vehicle can be replaced every five years, duty-free. Belize customs duties are steep at baseline, so this is a material economic benefit for anyone relocating household goods.

5

Low minimum physical presence (30 days/year)

QRP requires a minimum of thirty consecutive days per year in Belize to maintain the status. That is among the lowest physical-presence requirements in the Caribbean and makes QRP compatible with a multi-base lifestyle. There is no maximum day count — you can spend as much time in Belize as you like.

6

Parallel Permanent Residence track

If you want full Belizean rights (including the right to work locally, which QRP does not give), Permanent Residence is available after one year of continuous physical presence in Belize, with citizenship available after five years of residence. Many clients start on QRP for the tax treatment and then move to PR once their lifestyle shifts more fully to Belize.

What is included in your Belize QRP application

Belize QRP casework is bespoke. Your quote covers the full application cycle through QRP card issuance and your passport endorsement. Government fees, the Belize bank account setup, and the US$2,000 monthly deposits themselves are paid separately at cost.

Eligibility and foreign-income structuring reviewUpfront assessment of your age, nationality, foreign-income sources, and relocation plans. We structure the US$2,000/month income stream (pension, portfolio drawdown, annuity, or rental) so it flows cleanly into Belize and meets the BTB's documentary standard.
QRP application to the Belize Tourism BoardPreparation and lodging of the QRP application with the Belize Tourism Board, the statutory administrator of the Retired Persons (Incentives) Act programme. Direct liaison with the BTB caseworker, response to RFIs, and representations through to issuance.
Belize bank account and US$2,000 deposit arrangementIntroduction to a Belize domestic bank (Atlantic Bank, Belize Bank, or Heritage Bank) for QRP-compliant account opening, plus setup of the monthly US$2,000 inflow from your foreign pension, portfolio, or annuity. The deposit evidence is the BTB's continuing-eligibility trigger.
Police certificates, medicals, notarisationFull checklist and coordination for police certificates from every country where you have resided in the last five years, medical certificates for the principal and each dependant, and notarisation and apostille of every supporting document to BTB standard.
QRP card issuance and passport endorsementOn approval, coordination of the in-country collection trip for biometrics, QRP card issuance, and the passport endorsement that converts your ordinary tourist status to QRP residency. You collect the card in person at the BTB office in Belize City or San Pedro.
Duty-free import coordinationFull coordination of the US$15,000 personal-effects duty-free import (household goods, furniture, electronics) and the duty-free import of your motor vehicle, boat, or light aircraft — including the Customs declaration, QRP-linked exemption certificate, and clearance through Belize City Customs House.
Spouse and dependantsQRP coverage for your spouse and dependent children under 18 (or students up to 26), filed as part of the same family application. Dependants share the lifetime QRP card and inherit the tax exemption on foreign-source income. No uplift on the US$2,000 income threshold for family members.
Optional Permanent Residence reviewAssessment of the parallel Permanent Residence track, which requires one year of continuous physical presence in Belize and grants the full right to work locally — something QRP does not include. PR also unlocks the five-year citizenship path if you want a Belizean passport down the road.

Belize QRP vs other Caribbean retiree residency options

Belize QRP competes with the Bahamas, Cayman, and Panama Jubilado routes for low-effort Caribbean retiree residency. Here is how the options compare.

The bottom line: Belize QRP is the pick if you are aged forty-five or above with a modest foreign pension or portfolio, want a statutory zero-tax treatment on foreign income, and prefer an English-speaking Caribbean base with a very low thirty-day annual presence requirement. Panama wins on lower age and income thresholds and a shorter citizenship path. Bahamas and Cayman win on prestige banking and lifetime permits, but at six to fifteen times the investment threshold.

How Belize QRP works, step by step

Realistic timeline is three to six months from engagement to QRP card issuance. Most of the window is spent on the documentary file (police certificates, medicals, source-of-income evidence) and the Belize Tourism Board review cycle.

1

Eligibility and application pack

We confirm you qualify for the program, then gather your documents and assemble the complete application pack.

2

BTB filing, Belize banking, in-country collection

The QRP application is lodged with the Belize Tourism Board, supported by your full file — proof of foreign income, police certificates, medicals, notarised passport copies, and two personal references. In parallel we open a Belize bank account and arrange the monthly US$2,000 inflow. On BTB approval you travel to Belize for biometric capture and QRP card issuance at the BTB office.

3

Passport endorsement and duty-free import

Your passport is endorsed with the QRP status, giving you the lifetime residency permit with full Belize income-tax exemption on foreign-source income. We then coordinate the one-time US$15,000 duty-free personal-effects import plus the duty-free import of your motor vehicle, boat, or light aircraft. Spouse and dependant endorsements are applied at the same time.

Optional Belize residency add-ons

Belize clients typically layer one or two of these onto the base QRP application. Pricing is case-dependent; every quote is bespoke.

Spouse and dependents on the QRP file

QRP endorsement for your spouse and dependent children under 18 (or full-time students up to 26), filed in parallel with the principal application. No uplift on the US$2,000 foreign-income threshold.

Belize residency: frequently asked questions

If you are researching Belize residency, these are the questions we hear most often on discovery calls.

What is the QRP programme and who runs it?

The Qualified Retired Persons Programme is a statutory residency scheme under the Retired Persons (Incentives) Act of Belize (Chapter 62 of the Laws of Belize). It is administered by the Belize Tourism Board (BTB) rather than the Immigration Department. Anyone aged forty-five or above who can evidence at least US$2,000 per month of foreign-source income is eligible, regardless of nationality.

Is there really zero Belize tax on my foreign income under QRP?

Yes. Section 8 of the Retired Persons (Incentives) Act grants QRP holders a full exemption from Belize income tax on all income derived from sources outside Belize — pensions, annuities, dividends, interest, rental yield, capital gains, royalties, business profits from a foreign entity. This is a statutory exemption written into the Act; it is not discretionary and does not require annual renewal of the tax ruling. There is no wealth, inheritance, or estate tax in Belize either.

What counts toward the US$2,000 per month income requirement?

Any verifiable foreign-source income stream: a pension (government, state, or private), annuity payments, portfolio dividends and interest, rental yield from property abroad, or trust distributions. The income must be stable and documented, paid in USD (or another hard currency converted to USD), and deposited into a Belize bank account each month. Self-employment income or active consulting fees generally do not qualify — QRP is designed around passive foreign income.

How much do I need to spend in Belize each year to keep QRP valid?

A minimum of thirty consecutive days per calendar year in Belize. That is a very low bar by Caribbean standards and makes QRP compatible with a multi-base lifestyle. There is no maximum — you can live in Belize full time if you want. If you plan to spend more than 183 days per year in Belize, take local tax advice because physical presence alone does not change the QRP foreign-income exemption, but it can affect other residency-based reporting.

Can I work in Belize on QRP?

No. QRP does not grant the right to work locally in Belize. You cannot take local employment or run a Belizean-source business under QRP. What you can do is continue your foreign-based business (consulting, remote work, online trading) because the income is foreign-source and falls within the QRP exemption. If you want full local work rights, you apply separately for Permanent Residence after one year of continuous physical presence in Belize.

What is the US$15,000 duty-free allowance?

QRP grants a one-time duty-free import of personal and household effects up to US$15,000 in value, plus a separate duty-free import of one motor vehicle, one boat, and one light aircraft. The vehicle can be replaced every five years under the same duty-free treatment. Belize customs duties are steep at baseline (often 20% or more plus environmental tax and GST), so this is a meaningful economic benefit if you are moving a household of goods, a car, or a vessel.

How long does QRP take to issue?

Three to six months from engagement to issuance, assuming a clean documentary file. Most of the window is spent on police certificates (from every country of residence in the last five years), medicals, notarised documents, and the BTB review cycle itself. Delays are almost always client-side — chasing a missing police certificate from a third country, or re-notarising documents that don't meet BTB format.

Can I apply for Belize citizenship?

Not directly from QRP. Belize citizenship is available after five years of continuous legal residence under Permanent Residence status, plus an additional one-year residency requirement immediately preceding the naturalisation application. QRP is residency but is treated as a visitor-plus status for citizenship-counting purposes — time on QRP does not count toward the five-year citizenship clock. If citizenship is the goal, you move from QRP to Permanent Residence after year one, then naturalise at year five of PR status.

Is Belize a CRS participating jurisdiction?

Yes. Belize has been a CRS participating jurisdiction since 2018, exchanging financial-account information under the Common Reporting Standard. Mechanics are widely misunderstood: CRS is not a general broadcast of your banking information. Under CRS, a Belize bank reports account holders to the tax authority of the country where the account holder is tax-resident. If your declared tax residency is Belize (established via QRP and genuine physical presence) and the foreign-source exemption applies, your Belize account is retained within Belize only. CRS only sends data abroad when the account holder's tax residency is elsewhere. Becoming a genuine Belize tax resident is how you exit the CRS feed to your former home — and the QRP statutory exemption ensures that, in Belize, there is no domestic income tax to pay on your foreign income either.

Can I bring my spouse and children on QRP?

Yes. Your spouse and dependent children under 18 (or full-time students up to 26) are included on the same QRP file, share the lifetime card, and inherit the foreign-income tax exemption. There is no uplift on the US$2,000 per month income threshold for dependants. Each family member needs their own police certificate, medical, and notarised supporting documents. Common-law partners are not automatically recognised; we assess your family structure case by case.

What are the Belize income-tax rates for regular (non-QRP) residents?

For non-QRP Belize tax residents, the Belize Income and Business Tax Act levies a flat 25% on taxable employment income above BZ$26,000 per year (approximately US$13,000). Business tax is a gross-receipts tax at various rates (1.75% for most trades, higher for specific sectors). GST is 12.5%. However, this is all moot for QRP holders — foreign-source income is exempt, and QRP does not grant local work rights, so Belize-source income typically does not arise in the first place.

Why would I choose Belize over Panama or the Bahamas?

Three reasons. First, the threshold: US$2,000 per month of foreign income is about as low as a zero-tax residency gets — a fraction of the Bahamas (US$750k property) or Cayman (CI$1M investment). Second, the statutory treatment: the QRP income-tax exemption is written into the Retired Persons (Incentives) Act, not a discretionary ruling that can be revoked. Third, the English-common-law familiarity plus the US-linked 2:1 currency peg, which makes Belize the smoothest Caribbean residency for US and Canadian retirees who find Panama's Spanish civil-law environment harder to navigate. Panama wins on larger banking, Bahamas wins on prestige, but Belize wins on price and simplicity.
