Paraguay Residency 2026 Surges 81% as Permanent Grants Fall

Paraguay residency 2026 figures just landed, and the headline is a record: 29,765 residencies granted between January and June, up 81% on the same six months of 2025. Underneath it sits a number almost nobody is quoting. Permanent approvals went backwards in the second quarter.

The Dirección Nacional de Migraciones received 33,243 residency applications in the half, a 62% jump on the 20,567 filed a year earlier. Migraciones called the growth unprecedented and put staff on extended hours and weekend shifts to clear the queue.

Brazilians took 22,628 of those grants. That is 76% of everything Paraguay issued, and already 96% of the entire Brazilian total for 2025.

What do the Paraguay residency 2026 half-year numbers show?

Migraciones granted 29,765 residencies from January to June 2026, split 23,833 temporary and 5,932 permanent, on 33,243 applications. Grants rose 81% year on year and applications 62%. Six months of 2026 delivered 73% of everything Paraguay approved in the whole of 2025, which was itself a record 40,600.

Paraguay residency 2026: quarter by quarter

Migraciones published Q1 figures in April and half-year figures in late July, but has never broken out the second quarter. The Q2 column below is Liberty Mundo’s arithmetic on the two official releases, not a published DNM figure.

Read the first two rows together. Paraguay approved more residencies in the second quarter than it received applications for, 15,490 against 15,172. That is a queue being drained, not demand accelerating. The headline 81% measures how fast Migraciones is working as much as how many people want in, which is the caveat missing from most Paraguay residency 2026 coverage.

Why are Paraguay permanent residency approvals falling?

Permanent approvals dropped from 3,211 in the first quarter to a derived 2,721 in the second, a 15.3% fall, while applications for permanent status edged up 2.2%. The permanent share of everything granted slid from 22.5% to 17.6%, against 26.2% across the whole of 2025. Demand held. Approvals did not.

Here’s the kicker. That squeeze happened before the rules tightened. On 25 June Migraciones approved Resolution DNM 407/2026, rewriting how foreigners prove economic solvency for permanent status. It applies only to files lodged from 6 July, so none of its effect shows in these numbers.

Resolution 407 sets 12 solvency categories covering professionals, technicians, employees, independent traders, remote workers and digital nomads, property owners, shareholders, farmers, clergy, retirees, dependants and students. Each carries its own documentary test. The material change to Paraguay residency requirements is that a professional qualification alone no longer proves solvency: applicants must evidence verifiable income and show they actually carry on the declared activity. The resolution also aligns the Ley 6984/2022 route with the Mercosur Residence Agreement and strips the profession field off the printed admission card.

Who is actually moving to Paraguay?

Brazilians dominate at 22,628 grants, 76% of the half-year total. Argentina follows on 2,210, then Germany 1,132, Spain 821, Venezuela 495, the United States 450, the Netherlands 426, France 358, Bolivia 357 and Russia 345. Brazilian concentration has jumped hard: across all of 2025 Brazilians took 58% of grants, so the Paraguay residency 2026 intake is far more lopsided than last year’s.

A pattern we see repeatedly: people arrive for the tax treatment and stay for the cost base. Paraguay taxes on a territorial basis, so foreign-source income generally falls outside the personal income tax net and domestic personal income is taxed at 8% to 10%. American readers, the usual warning applies. US citizens owe the IRS on worldwide income wherever they live, and the Foreign Earned Income Exclusion covers earned income only, never pensions, Social Security or investment income.

The investor route changed in April too. Paraguay launched the Investor Pass on 17 April, offering direct permanent residency to foreigners investing from US$150,000 in tourism projects or US$200,000 through the stock exchange or real estate, skipping the temporary stage. Anyone structuring that through a local entity should check how it meshes with offshore companies in 60+ jurisdictions and with the rules to incorporate in Paraguay, because the holding layer matters more than the visa.

Is Paraguay on track for its 2026 target?

No. National migration director Jorge Kronawetter cited a projection of 80,000 applications for 2026 when the Investor Pass launched in April. Halfway through the year Paraguay sits at 33,243, annualising to roughly 66,500 and landing at 41.6% of target at the exact midpoint. Respectable growth, well short of the forecast.

Migraciones also issued 3,406 precarious residence permits in the half, the provisional document held by temporary applicants while their files move through the system under Ley 6984/22, plus 2,654 residence certificates and 811 spontaneous residencies. Those volumes track queue length, not admissions.

One thing the official guides never mention: the precarious permit is what you actually live on for months while the file grinds through Asunción, and banks treat it very differently from a full residence card. Paraguay is having its moment, and the numbers are real rather than promotional. Just read them properly. A record approval count driven partly by backlog clearance is not a record in demand, and a permanent tier quietly issuing less while being asked for more is worth watching.
